I do love the outfit, just trying to expand my terminology, and my google-fu is refusing to identify the differences. ^.^
Well, I must admit I really don't know much about steampunk, but I will try my best. From my observations, steampunk has a more retrofuture feeling, and have lots of gear motifs in the outfits.
Ouji fashion, so far it is more gothy, dark, or sometimes in a sweet but not so saturated color. And Ouji fashion has a more cuter feeling since it is worn by both men and women. Not to mention Ouji is sorta the male counterpart to the Lolita fashion.
Or maybe in shorter words if this can help, steampunk is more like retrofuture (eg stuff inspired from stories written by the famous Jules Verne like Journey to the Center of the Earth.) while Ouji is more into the gothic feeling, and mainly inspired from Victorian or Rococo eras.
