Stretchy lycra leggings work best because the fabric is stiffer, doesn't lose it's opacity upon stretching, and the texture is nice. Some lycra even comes with little shiny bits like scales. Also, if you get lady-leggings instead of just using fabric it has a thicker "no-roll" band at the ankles and THAT is what makes the perfect waist band on the doll and there are no stitching/seam lines so it looks more natural. Plus it's already a tube so you have no long seams. Well, you will want to take the thigh in a bit so it's all the same length but it doesn't need much fixin'.
For the 1/3 scale version all I did was sew together two halves of the leggings to make a long tube.
The chibi's parts are just scrap left overs. It's a tiny little triangle of fabric, I mean the little guy isn't much more than an inch around.
